All licenses under this article shall be issued by the City Recorder, but no license shall be issued hereunder unless the applicant for same has first obtained a license under the provisions of the laws of the State in the same name, for the same purpose, and for the same location as that for which he makes application hereunder, and pays to the City the license tax required by this article.
