As the State of West Virginia shall require a retail outlet to obtain a liquor license from the State, the City of Vienna shall also issue liquor licenses subsequent to the retail outlet receiving a liquor license from the State. After the issuance of a State liquor license the applicant must then file an application with the Treasurer of the City and remit therewith the license fee as provided in Section 716.02. Upon the filing of the application and payment of the required license fee, the Treasurer shall issue unto the applicant the retail liquor license. The Treasurer shall prescribe all forms necessary to effectuate the provisions of this article.
