No person, firm or corporation shall, directly or indirectly:
(a) Use any fire or burglar alarm device for the purpose of alerting or informing either the Police or Fire Departments unless the same is connected to the monitoring console herein provided for;
(b) Use any telephone service line of the City to relay a fire or burglar alarm to the Police or Fire Departments; which alarm originates from a mechanical or automatic fire or burglar alarm device.
