(a) The City shall have no responsibility or liability for any defect, malfunction or failure of any fire or burglar alarm system or line connecting the system to the City's monitoring console, it being the sole responsibility of the user to provide, install and maintain the fire and/or burglar alarm system and to make provision for the line connecting the system to the console.
(b) The only responsibility or duty of the City is to provide continuous monitoring of the console and to report any alarm to the proper fire or police authority.
(c) Nothing herein contained shall be construed to require the City to provide monitoring service to any person, firm or corporation, nor to continue service to any user after the expiration of any quarter for which the service fee has been paid.
