(a) The service fee for each connection to the City's console which monitors either a fire or a burglar alarm system installed in a residence, place of business or other structure situate within the corporate limits, shall be one hundred and twenty dollars ($120.00) per year; and the service fee for each such connection which monitors either a fire or a burglar alarm system installed in a residence, place of business or other structure outside the corporate limits, shall be one hundred and eighty dollars ($180.00) per year. The service fees shall be paid to, and collected by, the Treasurer and shall be due and payable quarterly in advance, that is, on the first day of January, April, July and September of each year. The Treasurer shall have the right to charge and collect an initial partial quarterly payment to a user who connects to the system during a quarterly period.
(b) In the event a user fails to pay a service fee as provided for herein and the failure continues for ten days after written notice to the user, then, in addition to the right to collect the delinquent fee, the City shall have the right to disconnect the user's system from the monitoring console and shall have no further liability or responsibility in connection therewith. Service of notice is complete upon mailing a copy of the notice by certified or registered mail, addressed to the user at the last address of user on file with the Treasurer. Upon payment of all delinquent fees plus a reconnection fee of ten dollars ($10.00), the City may reconnect user's system to the monitoring console.
(c) All users connected to the console at the beginning of a quarter shall be liable for the full quarterly payment without any right of rebate or refund in the event the user's system is disconnected from the console for any reason, prior to the end of the quarter.
