(a) The City shall purchase a combined fire and burglar alarm monitoring console, together with a standby power supply system, and all present users of the City's monitoring service shall be required to connect to the console or remove their systems from the City building.
(b) There is hereby established a fire alarm service fee and a burglar alarm service fee, to be paid and collected from all persons, firms and corporations, sometimes referred to as users, whose fire and/or burglar alarm system is connected to the City's monitoring console.
