541.01 OBSTRUCTION OF STREETS AND SIDEWALKS.
   No person shall obstruct the free use of any sidewalk, street or alley within the City by placing or allowing to be placed thereon or therein an inanimate object.
   In addition to any penalty imposed for a violation of this section, the Chief of Police or any police officer shall take into his possession and custody any object so placed in or on any street, alley or sidewalk as to constitute a violation of this section and the owner thereof shall be entitled to reclaim such object only upon payment of the costs incurred by the City in removing the same from its public street, alley or sidewalk.
