(a) No person shall smoke or carry any lighted cigarettes, cigar or pipe in any place within any building or facility owned and/or occupied or operated by the City of Vienna; provided, however, that Council may, from time to time, designate areas within such buildings or facilities where smoking may be permitted and may also regulate to times and manner in which smoking in such designated areas shall occur. Signs prohibiting smoking shall be posted in all halls, corridors and places open to the public and other areas within the buildings and facilities of the City as Council may so designate.
(b) Any person violating any provision of this section shall be fined not less than five dollars ($5.00) nor more than twenty-five dollars ($25.00).
