537.03 PERMITTING REFUSE TO ACCUMULATE ON LOTS.
   No person shall permit any refuse, waste, trash, debris or any offensive or unwholesome substance or matter to remain or accumulate on any lot, tract or parcel of land within the City owned by such person.
