The Mayor shall be the Animal Officer of the City, and, with the consent of Council, is authorized and directed to:
(a) Employ the Humane Society of Parkersburg, a West Virginia corporation, and its officers and employees, or other person, as his agents to perform the duties required of him under the provisions of this article; and
(b) Provide a suitable pound.
