(a) Any person, owning or keeping or harboring any dog or cat which runs at large within the City, except in certain specifically designated off-leash areas, shall be guilty of a misdemeanor. (7-12-12)
(b) Upon conviction the fine for a violation of this section is seventy-five dollars ($75.00) for the first offense, one hundred dollars ($100.00) for the second offense, and one hundred twenty-five dollars ($125.00) for every offense thereafter; prior convictions may be used for purposes of enhancing the penalty under this section if the date of the issuance of the previous citation is one year or less from the date of the current violation. If the date of the citation for the prior conviction is more than one year old, it is not available to enhance a subsequent offense.
