As used in this article:
(a) "Owner" means the owner, keeper or harborer of a dog or cat; any person residing or inhabiting any house, apartment, trailer or dwelling within the City, who allows or permits any dog or cat to remain at or about such premises, shall also be deemed the owner of such dog or cat for the purposes of this article.

(b) “At large” means off the premises of the owner and not under the control of the owner or a member of his immediate family, either by leash, cord, chain or other physical tether. (Ord. 1-11. Passed 2-10-11.)
