505.09 DESTRUCTION OF STARLINGS CONSTITUTING A NUISANCE.
   Notwithstanding the provisions of Section 505.08, if starlings or similar birds are found to be gathering in such numbers in a particular locality that they constitute a nuisance to health or property, the health authorities or someone designated by the City shall meet with the representatives of the Vienna Garden Club and if, as a result of such meeting, no other alternative is found to abate such nuisance, then such birds may be destroyed in such number and in such manner as is deemed advisable by the proper health authorities under the supervision of the Chief of Police.
