No person owning, occupying or having the use of any lot or parcel of land in the City shall keep or maintain, or permit to be kept or maintained, in connection therewith, any horse, pony, mule or similar animal, unless such lot or parcel of land contains at least 15,000 square feet of unobstructed land for each such animal so kept or maintained.
