501.07 UNLAWFUL INTEREST IN PUBLIC CONTRACT.
   (a)   No member of Council, or Council as a whole, or other officer thereof, shall be interested personally, either directly or indirectly, or as a member, manager, officer or stockholder of any partnership, business, firm or corporation, in any contract furnishing material, services or supplies to the City, or to any contractor, or workman for the City, or in any manner whatsoever, whereby the taxpayers of the City shall become the paymaster, either directly or indirectly.
   (b)   For the purpose of this section, the word “officer” shall not include the City Attorney, who is an employee, and as such, (1) is not authorized to exercise any of the powers of the City, (2) performs only such duties as are required or authorized by the proper City authorities, and (3) serves at the will and pleasure of such authority.
