355.03 EXCEPTIONS.
   (a)   A motorized cart may cross a street that has a posted speed limit in excess of twenty-five (25) miles per hour but no greater than forty-five (45) miles per hour when crossing at an intersection in a path perpendicular to said street or highway, or where cross walks are clearly marked and available, in a cross walk, except that portion of Grand Central Avenue located south of 28th St. It is expressly prohibited for a motorized cart to cross any part of Grand Central Avenue south of 28th St. except at the intersection of 28th St. and Grand Central Ave., 23rd St. and Grand Central Ave., and 12th St. and Grand Central Avenue.
   (b)   The City, by the Mayor or Police Chief, may authorize the operation of motorized carts or go-karts, which would otherwise be prohibited under this article, for the limited purpose of allowing participation in parades, exhibitions, and other special events, or in emergencies or for another specific purpose.
