(a) At every Regular and Special City Council meeting, there shall be held a period for Council members to comment. On each Special and Regular Council agenda, with the exception of Council Meetings to vote on the final budget and to lay the levy, there shall appear a heading titled “Council Comments” to be placed at the end of the agenda, immediately prior to the meetings closure. During this period, each Council member shall be given the opportunity to speak on any subject, request an item be placed on a future agenda, to give special recognition or acknowledgment to any person, to advertise a special event, or to speak upon or make a request any item or event that cannot or is not an item upon which Council may take action.
(b) In the event that a subject or topic arises that Council can or may take action on, further discussion shall immediately cease, and the matter shall be referred to the appropriate Commission, Council, or other Municipal governing body in accord with the Open Meetings Act, to be properly placed on an agenda and duly noticed so that it may be appropriately considered by the governing body.
