(a) It shall be wholly reserved unto the Common Council of the City of Vienna, the sole and exclusive power and authority to approve the hiring of all Department Head positions.
(b) Replacement filling or back filling any position that has been previously budgeted must be approved by the Human Resource Director only after receiving input from the Department Head. No additional City positions may be created without Council’s approval. (Ord. 02-2018. Passed 4-26-18.)
