151.09 LEAVE DONATION PROGRAM.
   (a)   The intent of this program is to provide a means to assist employees who, because of long-term personal illness or that of an immediate family member, have exhausted their leave benefits and would otherwise be subject to a severe loss of income during a continuing absence from work.
   (b)   In order to donate accrued personal leave, an employee must meet all the following eligibility criteria:
      (1)   Must be employed full time by the City of Vienna, for one year.
      (2)   Must have a minimum retained balance of 200 hours of combined leave which includes sick, and vacation time, after making the deduction.
   (c)   Donations must be made in full day (8-hour) units. The maximum donation is up to 160 hours for each recipient annually.
   (d)   The City may not disclose the identity of donors. Employees may not donate time that has not yet been earned. Note: Donated leave is taken from the donor’s balance at the time it is needed by the recipient, not necessarily at the time of the donation.
   (e)   In order to receive donated leave, an employee must meet the following eligibility criteria:
      (1)   Must be a full time employee of the City for at least one full year.
      (2)   Be absent due to a non-occupational personal injury or disability or that of an immediate family member, for which medical documentation satisfactory to management is submitted.
      (3)   Have exhausted all personal accrued leave.
      (4)   Be expected to continue to be absent for an extended period of time.
      (5)   Must not have had any disciplinary actions or unsatisfactory performance evaluations within the last three years.
