107.03 SEVERABILITY; INTERPRETATION; CONFLICT.
   (a)   The sections, subsections, paragraphs, sentences, clauses and phrases of this article and all provisions adopted by reference in this article are severable, so that if any section, subsection, paragraph, sentence, clause and phrase of this article or any provision adopted by reference in this article is declared unconstitutional or invalid by a valid judgment of a court of competent jurisdiction, such judgment shall not affect the validity of any other section, subsection, paragraph, sentence, clause and phrase of this article or of any provision adopted by reference in this article, it being the intent of Council that it would have enacted this article and all provisions adopted by reference in this article without such invalid or unconstitutional provisions.
   (b)   This article shall be construed liberally in order to achieve the purposes and intent enunciated in Section 107.01.
   (c)   In the event that an of the provisions of this article conflict with other provisions of the Code of the City of Vienna, the provisions of this article shall prevail.
