(a) The Building Inspector shall have authority and power to receive all applications for building permits and other permits related and required by the Building Codes of the City and to determine whether the applicant is entitled to such permit according to the laws, ordinances and regulations under which such permit is required. The Building Inspector shall issue such permit if the application is approved and the fee paid or notify the applicant in writing of any refusal and the reasons therefor. The Building Inspector shall have plenary authority to revoke, suspend or cancel any such permit which has been violated. Notice of such revocation, suspension or cancellation shall be in writing and shall state the reasons therefor. The Building Inspector shall perform such other duties as required by resolution, ordinance or assigned by the Mayor.

(b) No building permit shall be issued, except as herein provided, unless the applicant for such permit shall submit to the Building Inspector, in such form and manner as the Building Inspector shall from time to time determine, the following information:
(1) A complete set of drawings or blueprints or other suitable description of the work to be performed as the Building Inspector may deem necessary;
(2) A plat of the property upon which the location of the structure is to be built with reference to all property and street lines, and indicating the distances from such property and street lines which such structure shall occupy;
(3) The correct names of general contractors which are expected to perform work relating to the activities for which the permit is hereby sought, which shall include all general contractors and copies of current state contractors licenses for such contractors unless otherwise on file. (Note: For the purpose of this section as stated in Section 757.04 “General contractor” means any person, firm, corporation or partnership engaged in the business of performing for others, contracts for the constructing, repairing, decorating or improving of new or existing buildings or other structures under, upon or above real property either for the entire work or a specific portion thereof.)

(4) Vienna Stormwater Certification Course.
A. In addition to any requirement set out elsewhere in this Article and prior to the issuance of any Building Permit, the applicant shall submit written proof of the completion of any Stormwater Certification Course offered by either the City of Vienna or the Vienna Utility Board to the Building Inspector. No Building Permit may be issued until such proof has been received by the Building Inspector;
B. Any homeowner who is performing his or her own work upon his or her own primary or principal residence is hereby exempt from this requirement;
C. Stormwater certification is valid for two years from the date stormwater certification test or exam is passed.

(c) Upon receipt of all of the information referred to in subsection (b) hereof, the Building Inspector shall consider the application and, within five days from such consideration, shall issue the building permit or deny the application and provide unto the applicant the reasons for such denial.
(d) In connection with work to be performed solely by the property owner, in those cases where a permit is otherwise required, the Building Inspector shall receive a satisfactory drawing or other suitable description of the work to be performed in such form and manner as the Building Inspector may, from time to time, deem necessary.
(e) Nothing contained herein shall prohibit the Building Inspector from submitting any information to BOCA for assistance in advance of the issuance of the permit.
(f) All fees for building permits shall be set forth in Section 1309.02.
