Commercial district regulations are established in this article to carry out the purpose, intent and basic planning objectives of this Code as well as to achieve the following objectives for commercial districts:
(a) to promote the most desirable land use and traffic patterns in accordance with the objectives of the City of Vienna;
(b) To provide appropriate and convenient locations as per the City Code of Vienna, and zoning districts of sufficient size for the exchange of goods and services;
(c) To protect adjacent residential neighborhoods by regulating the types and spacing of business uses, particularly at the common boundaries, which would create hazards, noise, odors or other objectionable influences;
(d) To insure the availability of suitable areas for business and commercial uses and to promote the stability of commercial neighborhoods;
(e) To protect permitted development in relation to adjacent buildings and available land and by requiring sufficient off-street parking and loading facilities;
(f) To encourage the tendency of businesses to group in centers for the mutual advantage of customers and commercial establishments;
(g) To protect the central business district solidarity by limiting outlying commercial districts in size, location and function; and
(h) To provide the opportunity for persons to reside in the downtown where a multitude of goods and services exist, to live above commercial or office uses in other business districts, to permit the existence of older homes in changing residential areas, and to encourage developers to provide the commercial uses with various kinds of housing in a well designed relationship.
