User fees for stormwater management services shall be subject to enactment, review, and approval by the Vienna City Council, pursuant to City Charter and the Vienna City Code and the duly enacted operating procedures of Council. Enacted fees shall be sufficient to fully fund the operation of the Vienna Stormwater Utility. Collected fees shall be solely for the operation of the Stormwater Utility.
