At any time within ten days after service of the order provided for by the preceding section upon the owner, such owner may make written request to the Building Safety Commission for a hearing upon such order, which hearing shall be held at the earliest possible time. The Commission shall have the right to affirm, vacate or modify such order as it deems expedient and proper. The owners of the affected property shall have five days from the entry of any order affirming, vacating or modifying the original order within which to appeal to the Circuit Court as provided by the original order.
