No person shall burn, cause or permit to be burned, on private property, outside of any building, any paper, trash or other combustible material, construction or demolition wastes or refuse. Refuse meaning useless and/or unwanted discarded solid, liquid and/or gaseous waste materials resulting from community, commercial, industrial or citizen activities. This does not include burning conducted within stoves, chimneys and fireplaces which are contained wholly within a dwelling structure or other building, but shall include all incinerators and related devices not approved by the Director of the West Virginia Air Pollution and Control Commission.
