§ 52.18 AUTHORIZED CONTAINERS.
   To be eligible for collection, trash must be contained within disposable plastic bags of one and one half mil thickness. Such bags shall be designed to hold 33 gallons or less, and each dwelling unit shall be allowed up to five bags on each pickup day.

§ 52.19 REQUIREMENTS FOR TRASH COLLECTION PICK UP.
   Items which are to be picked up pursuant to this trash collection service shall be placed adjacent to the curb immediately adjacent to the individual’s residence, within three feet of the curb or traveled portion of the street prior to 7:00 a.m. on the date scheduled for said collection, but not earlier than 9:00 p.m. on the date preceding the scheduled collection. No person shall place any trash on the property of another. No person shall search through, alter, deform, or remove any items set out for collection.

§ 52.20 LIMITATIONS ON TRASH ELIGIBLE FOR COLLECTION.
   To be eligible for collection, all trash must be placed within, and enclosed within, an eligible container specified above in § 52.18 and the same must be closed and tied tightly; provided, however, that no eligible container weighing more than 35 pounds will be collected. No person shall dispose of, for collection, any needles, syringes, lancets, or other sharp objects unless the same are placed in hard-plastic or metal container with a screw-on or tightly secured lid. No person shall dispose of, for collection, any soiled bandages, disposable sheets, or medical gloves unless the same are placed in a securely fastened plastic bag. Fabric must be wrapped in plastic.

§ 52.21 FEES.
   (A)   Each unit shall be charged a monthly fee of $14.26 for weekly collection of trash pick up and twice monthly for recycle pick up. Such charge shall be due and payable 15 days after billing thereof, and subject to a delinquent charge of 10% if not paid when due.
   (B)   In the event a resident will be leaving his or her residence unoccupied by any person for a continuous period of not less than 90 days and, as a result, shall not require pick up, such resident may notify the town, and during such period shall be entitled to an abatement of the fees normally charged under this section. The resident must, within five days of the re-occupancy of his or her residence, after a period of suspension of charges under this section, notify the town of the date of occupancy and charges, and pick up shall resume under the normal fee and pick up schedule.

§ 52.22 BULKY ITEM COLLECTION SERVICES.
   (A)   Bulky items, excluded from the definition of trash, will be collected each week along with the town’s trash collection service. All normal large household items, such as furniture, stoves, water heaters, and other appliances, will be acceptable; provided that there is a limit of one bulky item per week. Refrigerators, air conditioners, or other items which normally contain CFCs (freon) will not be collected unless documentation is provided that the CFCs have been properly removed. No hazardous materials, lead acid batteries, tires, or any other items prohibited by federal, state, county, or local laws or regulations will be accepted.
   (B)   When preparing material for collection by Rumpkee Waste and Recycling Services, the following guidelines shall be followed.
      (1)   Trash and recycling must be placed curbside the night before the scheduled day of collection. Drivers may not return to residences if materials are unprepared at the scheduled collection time.
      (2)   Cans and bags should not exceed 50 pounds. Trash shall not be placed at the curb in boxes. All boxes should be broken down and bundled. Rumpke is not responsible for damaged or missing plastic cans or lids.
      (3)   Service recipients shall contact Rumpke at least 48 hours before their regularly scheduled collection to request a large item pick-up for acceptable large items, and/or excessive amounts of trash. Television sets cannot exceed 32 inches for curbside pick-up. Any mattress or upholstered furniture must be completely sealed in disposable plastic for removal. Additional fees may apply.
      (4)   Loose shrubbery, lumber, and carpet must be bundled and tied in lengths no larger than four feet long and two feet wide. Bundles should not exceed 50 pounds.
      (5)   Freon-containing appliances require special handling procedures prior to pick-up. Service recipients may contact Rumpke for guidelines.
      (6)   According to federal law, Rumpke is not permitted to accept batteries, tires, liquids, combustible materials, or any items identified as hazardous.
      (7)   Bulky materials including drywall, concrete, bricks, dirt, or rocks are not acceptable.
      (8)   Drums, barrels, and yard and household containers are not acceptable trash containers and will be assumed trash if placed at the curb.
      (9)   Rumpke is not responsible for damage beyond the curb line.
      (10)   All rules and regulations may vary according to location. Service recipients may contact Rumpke for any additional questions.
