§ 130.03 EXCEPTIONS; SPECIAL EVENTS.
   (A)   Upon application to, and approval of, the Town Council a special event permit may be granted to allow the possession of alcoholic beverages on the streets, alleys, and sidewalks of the town.
   (B)   All special event permits granted under this section shall be subject to the following conditions:
      (1)   The area for which the permit is granted shall be described in the permit;
      (2)   The area for which the permit is granted shall be enclosed with a suitable fence or partition wall;
      (3)   The special event permit shall be limited to no more than four days;
      (4)   The special event permit shall be valid only upon compliance with all requirements of state law and the regulations of the State Alcoholic Beverage Commission; and
      (5)   Such other conditions as may be imposed at the time the special event permit is granted by the Town Council.
