§ 91.16 VICIOUS DOGS PROHIBITED.
   It shall be unlawful for any person to own, keep, or harbor upon any property within the limits of the town any vicious dog unless the owner complies with the following requirements:
   (A)   Any such vicious dog must be securely chained at all times when left outside, unless the animal is kept in a locked, tight-linked, fenced enclosure of sufficient height to absolutely prevent its escape;
   (B)   A sign must be conspicuously posted in a prominent place on the property where such vicious dog is kept stating “Vicious Dog on the Premises”. A similar sign is required to be posted on the pen or kennel of the vicious dog;
   (C)   Any such vicious dog must be kept muzzled and on a leash under the control of an adult or sufficiently large person to control such animal at all times while being taken or transported anywhere within the town, whether kept in a car or walked on a public street or way; and
   (D)   The owner or person in control of such vicious dog must maintain liability insurance on such vicious dog in an amount of at least $300,000 for personal injuries caused by the dog. A certificate of such insurance must be available for viewing by any police officer upon the request of such officer.
