(A) The maintenance of a litter-free environment at all construction and demolition sites shall be the responsibility of the owner(s), contractor(s), and subcontractor(s) thereof.
(B) All owners and lessees of loading and unloading docks shall maintain those docks to prevent the accumulation and circulation into the environment of refuse, garbage, and litter.
(C) All owners and tenants of private dwellings shall maintain those premises to prevent the accumulation and circulation into the environment of refuse, garbage, and litter, as well as the accumulation of obnoxious growth.
(D) All owners and tenants of vacant lots shall maintain the premises to prevent the accumulation and circulation into the environment of refuse, garbage, and litter, as well as the accumulation of obnoxious growth.
(E) All owners and tenants of public and private parking lots shall maintain the premises to prevent the accumulation and circulation into the environment of refuse, garbage, and litter, as well as the accumulation of obnoxious growth.
