§ 154.01 FLOOD DAMAGE PREVENTION.
   (A)   Ordinance of 2-16-88 which is hereby adopted and incorporated by reference as if fully set forth herein, and as may be amended from time to time, sets forth standards for the construction, placing, or developing of subdivisions, mobile home parks, mobile homes, or other structures placed in areas which are subject to flooding. The Zoning Enforcement Officer shall have the duties and responsibility to enforce said ordinance. These duties include maintaining records in the zoning office as to the enforcement of the provisions of said ordinance.
   (B)   The purpose of said ordinance is to protect human life, minimize expenditure of public money for flood control, minimize business interruptions, minimize damage to public utilities, streets, and bridges in flood plains, minimize flood blight areas, and to ensure home buyers are notified that property is in a flood area.
   (C)   Said ordinance applies to areas of special flood hazard identified by the Federal Emergency Management Agency FBBM #210230 dated July 1, 1978 with the accompanying maps and other supporting data. Any revisions are adopted by reference and shall be considered a part of said ordinance. Before any development is undertaken a development permit shall be required in conformance with said ordinance and other applicable regulations.
   (D)   The Board of Adjustment shall hear all appeals and request for variances under said ordinance.
   (E)   The entire contents of the Flood Damage Prevention Ordinance can be reviewed at the City Clerk's office during the hours of 8:30 to 4:00 Monday through Friday from March 2 to March 31. Any citizen desiring copies may receive a copy at the cost of four dollars.
