§ 97.10 BICYCLES, SKATEBOARDS, ROLLER SKATES, AND ROLLER BLADES ON SIDEWALKS AND STREETS.
   (A) It shall be unlawful for any person to operate or ride a skateboard, roller skates, roller blades or bicycle in any of the following places;
      (1) On any sidewalk in the Downtown Business District, that being from the intersection of Park Street and North Street, East on North Street to Locust Street, proceeding South on Locust Street to Baker Alley, West on Baker Alley to High Street, proceeding north on High Street to Park Street and North on Park Street back to the intersection of Park Street and North Street.
      (2) On any city parking lots within the downtown business district as defined in paragraph one (1) of this sub-section.
      (3) In any play area, walking trail, tennis court, basketball court or picnic area of a public park.
      (4) On private property, unless written permission has been given by the owner, leasee, or person in charge of the property.
   (B) The operators of skateboards, roller skates, roller blades or bicycles shall yield the right-of-way to other pedestrians using sidewalks not located in the downtown business district, and shall not otherwise endanger or interfere with pedestrian traffic on those sidewalks.
   (C) No person shall operate roller skates, skateboards, roller blades, or ride in or by means of any coaster, toy vehicle or similar device, upon any street, roadway or alley except while crossing a street at a crosswalk; and when so crossing such person shall be granted all of the rights and be subject to all duties applicable to pedestrians. This section shall not apply on any street while set aside as a play street authorized by this chapter.
