The occupant, or if none, the owner of every lot or building adjoining any street or alley shall keep the half of his street or alley, including the sidewalks and gutters adjoining such property, well cleaned and free from obstructions, and the owner shall keep the adjoining sidewalk and gutter in good repair. The City Council may by municipal order create a program for sidewalk construction and maintenance as funding in the General Fund budget allows.
