Retail sellers of second hand consumer goods, including but not limited to refrigerators and other appliances, shall place all stock and inventory of said goods within a building, or in the alternative, same shall be covered, and the view of same be shielded from the street and adjacent property owners by use of a wooden fence with a height of no less than six (6) feet. In addition, the area containing said merchandise shall be made inaccessible to the general public by means of a locked gate during hours when the business is closed. This ordinance shall not apply to the sale of second hand automobiles.
