Any person receiving a notice of violation may request a hearing to contest the validity of any notice of violation and penalties assessed in said notice. The request for hearing shall be in writing and received by the City Clerk within seven (7) days from the date of the person's first receipt of the notice of violation. All further proceedings on the notice of violation and appeal therefrom shall be governed by §§ 32.78 through 32.80.
