(A) For administrative purposes, to facilitate the collection of charges for garbage collection service, the City Clerk shall itemize and the charge for garbage collection service as a separate item on the applicable water bill of the recipient of the garbage collection service unless the city elects to require its garbage franchisee to be responsible for garbage billing. The City Council may adopt by municipal order a program to subsidize the charge for garbage collection services up to $2.00 per month for senior citizens who request the reduced charge and are a responsible party for billing purposes.
(B) If more than one dwelling unit is contained in any given house, apartment house, or structure, such dwelling unit shall be considered a separate entity for garbage collection service and shall be billed separately for such service.
