For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"AUTHORIZED PRIVATE RECEPTACLE." Litter storage and collection receptacle.
"GARBAGE." A putrescible animal and vegetable waste resulting from the handling, preparation, cooking and consumption of food.
"LITTER." Garbage, refuse, and rubbish as defined herein and all other waste deposits and is prohibited as it intends to create a danger to the public health, safety and welfare.
"PERSON." Any person, firm or partnership, association, corporation or company, or organization of any kind.
"PRIVATE PREMISES." Any dwelling, house, building or other structure designed or used wholly or in part for private residential purposes, whether inhabited or temporarily or continuously uninhabited or vacant, which shall include any grounds, walks, yards, driveway, porch, steps, vestibule, or mailbox belonging or appurtenant to such dwelling, house, building or other structure.
"PUBLIC PLACE." Any and all streets, sidewalks, boulevards, alleys, and any and all public parks where space, grounds or buildings.
"REFUSE." All putrescible and nonputrescible (except body waste) including garbage, rubbish, ashes, street cleaning, dead animals, abandoned automobiles, and solid market and industrial waste.
"RUBBISH." Nonputrescible solid waste consisting of both combustible and noncombustible waste such as paper, wrappings, cigarettes, cardboard, tin cans, yard clippings, leaves, glass, bedding, copper, crockery, wood, and similar materials.
"VEHICLE." Every device, in, upon, or by which any person or property is or may be transported or drawn upon a highway, including devices used exclusively upon stationary rails or tracks.
