(A) Any person accused of a violation of an ordinance prohibiting parking a vehicle in a designated area or restricting the length of time a vehicle may be parked there, may settle and compromise the claim against him for such illegal parking by paying to the city such sums as are established by the City Council and printed on the traffic ticket within such time limits as are established by the Council and printed on the ticket upon demand. If a person fails to pay the prescribed sum within fifteen (15) days of issue, the sum shall be doubled in value. If the sum remains unpaid for thirty (30) days thereafter the Police Department shall institute a prosecution with the County Attorney.
(B) If any vehicle is witnessed to be in violation of § 71.31 and the identity of the operator is not otherwise apparent, it shall be a rebuttable presumption that the person in whose name the vehicle is registered or leased was the operator of the vehicle at the time of the alleged violation and is subject to the penalties as provided herein. The members of the Police Department are authorized to refrain from instituting a prosecution for the alleged offense involved when the provisions of division (A) are complied with by the individual charged.
(C) This section shall not apply to persons parking a vehicle so as to obstruct the entrance or exit of any place where Police or Fire Department apparatus or other emergency equipment is kept or housed, or so as to block an emergency entrance to a hospital. This section shall not apply to any person charged with parking a vehicle so as to entirely obstruct traffic in any street or alley, one-way traffic only, or to any person who refuses to move a vehicle illegally parked at the request of any member of the Police Department.
(D) The Chief of Police is hereby authorized and directed to draw up a form of citation ticket in accordance with the provisions of this section; provided that he may, in his discretion, combine the citation ticket under this section with another form of citation ticket.
