The driver of any truck of any contract or common carrier of goods for hire entering and passing through the city in transit, and not for the purpose of delivering or receiving goods therein, shall drive the truck only on public highways designated and maintained by the State Department of Highways. No truck shall deviate from its course by way of a shortcut on a street maintained by the city.
