The city's pay plan shall prescribe for each class a minimum and maximum rate of pay, and employees shall be compensated at a rate no less than the minimum amount and no more than the maximum amount of the pay grade to which the class is assigned. (Unless required otherwise by federal or state regulations, employees in temporary or seasonal positions may be compensated below the established minimum for similar positions.)
