(A) The Mayor and City Council are responsible for the performance and administration of the government of the city.
(B) The city shall designate department heads who shall be authorized to make a written determination identifying all purchases and authorized by the city budget which exceeds thirty thousand dollars ($30,000.00) in the aggregate for any fiscal year, with the approval of the City Council. Those items exceeding thirty thousand dollars ($30,000.00) shall be subject to the requirements of the “Kentucky Model Procurement Code,” hereinafter referred to as “Procurement Code.”
