Upon the approval of the plans, the Board shall forthwith transmit a report to the Planning and Zoning Enforcement Officer stating the basis upon which such approval was made and cause a certificate of appropriateness to be issued to the applicant. If the Board shall fail to take final action upon any case within 45 days from the date of application for permit, except where mutual agreement has been made for an extension of the time limit, the application for permit shall be considered approved.
