The Chief of Police shall assemble a set of departmental principles, rules and regulations, including disciplinary regulations. The departmental principles, rules and regulations shall be presented to the Mayor for his approval, and upon same, to the City Council for their approval. The City Council may make no changes unless approved by the Chief of Police. Upon approval, they shall be deemed for all intents and purposes as departmental policy. The approved departmental principles, rules and regulations shall then be assembled in booklet form and distributed to all members of the city police department. The Chief of Police shall have the power and duty to promulgate general orders consistent with the above departmental regulations.
