The Fire Chief shall have the control, subject to the order and the direction of the Mayor, of the Fire Department and all fire apparatus belonging to the city. Whenever any fire apparatus needs repairing, the Fire Chief shall immediately notify the Mayor advising whether or not the failure to immediately repair the equipment represents an emergency to the fire fighting capabilities of the Department.
