(1) Streets, Stormwater, and Cemetery.
(2) Water and Sanitary Sewer.
(3) Communications/Tourism/Downtown.
(4) Public Safety.
(5) Finance.
(6) Administrative and Legal.
(B) Each committee shall consist of three (3) Councilmembers, the first named being the Chair of that committee, and the committee members shall hold office for the tenure of their office as Councilmembers, except as provided for in division (C). The Mayor shall fill any vacancies that may occur.
(C) Committee membership and leadership may be changed during the term of office upon recommendation by the Mayor and unanimous approval of all Councilmembers present during the regularly scheduled meeting of the City Council at which the recommendation is made.
(D) These committees shall have supervision over subjects specified by municipal order. An issue or ordinance proposal may be referred to the appropriate committee by the Mayor or a member of the committee.
(E) A special committee may be created by the City Council to study any problem and shall report to the body as directed. Committees that are composed wholly or in part by citizens who are not part of the legislative body shall gain the approval of a majority of the members elected to the City Council.
(F) Committees are encouraged to include the public in relevant discussions and shall report to the Council at the next regularly scheduled meeting following a committee meeting.
(G) Councilmembers shall make every effort to schedule meetings of standing committees on the first and third Tuesdays of each month and schedule the meeting sufficiently in advance to permit the agenda topic to be announced at the regular City Council meeting that precedes it. Each standing committee shall meet at least once every three months. Meetings of the Council committees shall be announced to the City Clerk or their designee no later than seventy-two (72) hours before the meeting and the notice and agenda of the meeting shall be posted on the official website of the city no later than twenty-four (24) hours before the meeting.
(H) Official minutes of council committees shall be kept by the Chair of the standing committees and be recorded with the City Clerk or their designee no later than seventy-two (72) hours following approval of the minutes at the subsequent meeting of the committee. Minutes will be retained in the office of the Clerk and available for public inspection and will be included in the meeting packet of the City Council at the next regularly scheduled meeting.
