If a provisional license is automatically terminated by operation of § 123.15, the annual license fee paid pursuant to § 123.11 shall be refunded to the applicant. The initial application fee paid pursuant to § 123.10 shall not be refunded. If a license is revoked pursuant to § 123.19, the annual license fee shall not be refunded.
