The Commission shall consist of 7 members, all of which shall be residents of the city for no less than 6 months, and shall be appointed by the Mayor, subject to approval by the City Council. In selecting members, due regard shall be given to representation of minority groups on the Commission. One member of the Commission appointed shall, to the extent available, be a student enrolled in a post-secondary educational institution. If a student member is not available, the seat shall remain vacant until such time that a student member becomes available.
