No individual shall engage in the business of plumbing in the city unless licensed as a plumbing contractor or plumber under the provisions of this chapter, provided, however, that water conditioners and water heaters may be installed by any person holding a special license for that purpose and further provided that persons engaged in the business of installing and repairing sewer and water installations as herein defined, may be granted a license for that purpose.
