§ 152.14 WAYFINDING SIGNS.
   (A)   Criteria. Wayfinding signs will be allowed for locations meeting the following criteria:
      (1)   Civic destinations.
         (a)   City administrative facilities.
         (b)   County administrative facilities.
         (c)   States administrative facilities.
         (d)   University of South Dakota administrative facilities.
      (2)   Cultural destinations.
         (a)   City and county parks.
         (b)   Public libraries.
         (c)   Public museums.
         (d)   4-H Grounds.
         (e)   Vermillion High School athletic and cultural facilities.
         (f)   University of South Dakota athletic and cultural facilities.
      (3)   Visitor destinations. Business areas (e.g. downtown) directly associated, and impacted, by tourists. A business within a business area will not be allowed to have a separate place within a wayfinding guide sign.
   (B)   Design.
      (1)   Number of destinations.
         (a)   Only 3 destinations will be allowed on a sign within the state’s right-of-way.
         (b)   Only 4 destinations will be allowed on a sign within the city’s right-of-way.
      (2)   Size.
         (a)   Signs within the state’s right-of-way shall be no more than 48-inches wide and 56-inches tall.
         (b)   Signs within the city’s right-of-way will be the same width, but shall be 64-inches tall.
         (c)   The height of either sign includes the space for the city logo.
      (3)   Text.
         (a)   The text shall be, at a minimum, 6-inches for the uppercase letters and 4-1/2-inches for the lowercase letters.
         (b)   The text shall comply with the latest version of the Manual on Uniform Traffic Control Devices.
      (4)   Colors.
         (a)   Background:      White.
         (b)   Text:         Black.
         (c)   Arrows:      Red.
         (d)   Outside border:   Black.
         (e)   Inside border:      Red.
      (5)   Retroreflectivity. Retrorelectivity shall comply with the latest version of the Manual on Uniform Traffic Control Devices.
      (6)   Sign layout. All signs shall be laid out as follows:
         (a)   Directional arrows shall be placed on the left hand side of the sign for destinations requiring motorists to turn left or continue straight. Destinations requiring motorists to turn right shall require directional arrows on the right hand side of the sign.
         (b)   If multiline of text is required, the text will be center on the directional arrow.
         (c)   The city logo shall be prominently displayed at the top of the sign.
      (7)   Installation. Signs shall be installed by city crews, or under the city supervision. The height and lateral location of the sign shall comply with the latest version of the Manual on Uniform Traffic Control Devices.
      (8)   General provisions and assurances. Wayfinding signs shall comply with the following:
         (a)   South Dakota Department of Transportation Policy No. DOT-OS-OT-9.0.
         (b)   Manual on Uniform Traffic Control Devices.
