All permanent signs shall be designed, constructed and maintained in accordance with the following standards:
(A) All signs shall comply with the applicable provisions of the adopted building and electric codes at all times.
(B) All signs shall be constructed of permanent materials and shall be permanently attached to the ground, a building or another structure by direct attachment to a rigid wall, frame or structure.
(C) All permanent signs shall be constructed to withstand a wind load pressure of 30 pounds per square foot.
(D) Signs shall be maintained in a safe and legible condition at all times including the replacement of defective or damaged parts, painting, repainting, cleaning and other services required for maintenance of the signs. Signs that are not maintained shall be removed or brought into compliance immediately upon written notice.
(E) All signs with electronic message display (EMD) capabilities shall have internal ambient light monitors installed that automatically adjust the brightness level.
