Any sign installed or placed, except in conformance with the requirements of this chapter, shall be forfeited to the public and subject to confiscation. In addition to other remedies hereunder, the city shall have the right to declare violations of this chapter a public nuisance pursuant to §§ 90.15 through 90.20 and have the right to abate such public nuisance and to recover from the owner or person placing such a sign the full costs of removal and disposal of the sign.
